Do all dead people have bodies?

This is the last paragraph of an article at AOL News. Does it make sence to you?

Across Iraq on Sunday, police and morgue officials reported 46 people were killed or found dead, 29 of them bodies, most showing signs of torture, were found in Baghdad.

If only 29 of the 46 dead people were bodies then what were the other 17?
